Real-time motion-based H.263+ frame rate control

چکیده
Most existing H.263+ rate control algorithms, e.g. the one adopted in the test model of the near-term (TMN8), focus on the macroblock layer rate control and low latency under the assumptions of with a constant frame rate and through a constant bit rate (CBR) channel. These algorithms do not accommodate the transmission bandwidth uctuation e ciently, and the resulting video quality can be degraded. In this work, we propose a new H.263+ rate control scheme which supports the variable bit rate (VBR) channel through the adjustment of the encoding frame rate and quantization parameter. A fast algorithm for the encoding frame rate control based on the inherent motion information within a sliding window in the underlying video is developed to e ciently pursue a good tradeo between spatial and temporal quality. The proposed rate control algorithm also takes the time-varying bandwidth characteristic of the Internet into account and is able to accommodate the change accordingly. Experimental results are provided to demonstrate the superior performance of the proposed scheme.

H.263+ is an emerging video compression standard for the low bit rate visual communication. Up to now, most H.263+ rate control algorithms, especially that in the test model of the near-term (TMN), focus on macroblock level bit allocation and low latency under a constant-frame-rate and constant-bit-rate (CBR) channel. As expected, these algorithms are not capable of handling the transmission ba...

In this paper, we propose a novel scalable video coding algorithm based on multiple reference frame method. To improve the coding efficinecy in both base layer and enhancement layer, double reference picture and double motion vector algorithms are employed for motion compensated prediction. Moreover, these two double reference picture and double motion vectot schemes can reduce drift problem, w...
متن کاملBit Rate Control in Real Time Video Transmission over Atm
As we have discussed in Chapter 2, the current international standards for video coding (Motion JPEG, H.261, H.263, MPEG-1, MPEG-2 and MPEG-4) all make use of DCT-based encoding to remove spatial redundancy. For motion JPEG, each frame is partitioned into blocks of fixed size, and each block of pixels is transformed using DCT and then quantized. A block that contains little or no detail will re...
